Online Construction Environmental Manual includes new charges for waste exemptions by EA

The online Construction Environmental Manual has recently been updated following the introduction by the Environment Agency of charges for waste exemptions, effective as of 1 July 2025. This is in addition to the June 2025 updates as listed below.

• An updated Register of Legislation and updated Statutory, Non-statutory and other guidance and standards .
• The use of existing buildings and infrastructure as ‘material banks’ is described
• A note on the UK Net Zero Carbon Buildings Standard is added
• The requirements for the London NRMM LEZ are updated
• The recent introduction of an EA appeal process relating to CAR forms is noted
• The new legislative requirements for waste separation in England are described
• The anticipated introduction of a requirement for digital waste tracking is noted
• The current status of EPC requirements for privately rented non-domestic property is updated.
• A new section on the preparation of a water management plan for a construction site is added.
• The new 2025 edition of PAS402 is described
• The WAS3 Separation of waste Toolbox Talk has been updated

The Environmental Manual provides a ‘one‐stop shop’ for managing health and safety and environmental matters during construction, have been updated with input from Build UK and its members.
